Bugatti is owned by Volkswagen AG but the cars are built in France, not too far from where Ettore built his Bugattis. Before Volkswagen took over the name, Romano Artioli bought the rights to the name from Hispanso-Suiza and built a factory in Campogliano, Italy, where he produced about 149 Bugatti EB110s between 1991 and 1995.

I think in present Bugatti may belongs to France but it has roots in Italy which has long tradition of super fast and luxurious car making history.

As said before:

Ettore Bugatti was born in Milan. He worked for italian companies, german companies, and french companies.
In 1909 he establishes his own company, in Molsheim, a place in Germany, near to the French border.

In 1914 WWI starts. Ettore brings his family to Milan.

In 1918, WWI ends. Molsheim now is French. (remember that a sort of French is always spoken in Alsace, where Molsheim is located)

Bugatti remains French the rest of its history. In 1963 it is bought by Hispano Suiza.

In 1989 Romano Artioli buys the Bugatti brand name, and produces a small series of cars (EB110, EB112).

After the bankruptcy of Artiolis venture, VW (german) buys the name, and decides to build sports cars in Molsheim (france) again.
