Interior Fuse Panel Location

The owners manual says the interior fuse panel is under the instrument panel on the passenger's side. Has anyone actually ever seen it? do you have to remove the soft panel above the passenger's toes to get at it?

it is on the passenger side of the dash by the door. the side panel may be hard to remove but it does come off
