new transponder (NATS) key programming

Does anybody know if one can program a new transponder key for Xterra 2003? I have one working key, but I would like to have another for my wife. I bought a blank (uncut) key on eBay for $11, and apparently I can take it to Home Depot to have it cut, but I can not find instructions to program it ... It is hard do believe that only the dealer can program it...

The 2003 models don't have any transponder etc. They're standard keys. Someone's bullshitting you.
