Exclamation 96 Honda DX Idol/Gas Panel Problems

I am having a few problems with my Manuel 96' Honda Civic DX. SOHC D16Y7. The problem occurred recently. While driving I put my car into neutral and the car continued to Rev. up. I tried pulling up on the gas pedal but that didn't work so I turned the car off and the Problem stopped. This occurred 3-4 times over the course of the last month. Now, It use to idol at around .5-1 Rpm but now it goes to 2.5-3 Rpm as of yesterday. While in any gear, even if the car is below 2.5-3 Rpm and I put it in neutral it will jump right back up. I was told the it was most likely the gas Panel that needs to be replace by a friend... Any suggestions would be greatly appreciated!

Thanks a lot for the Reply! I just want to get a feel for what wrong with it and opinions of others before I go to the Local Honda/Acura repair shop.
