Need help with my 22re engine

I have a 1989 Toyota pick up with a 22RE motor. When I turn on the key I get no chenck engine light. There is no power going into the diagnostic block B+. Therefore the fuel pump will not run. I took an old fuel pump relay apart, plugged it in and everything worked fine. Power to B+ and everything. But with the new one it won't energize the fuel pump and there is still no power to B+. Where am I going wrong.
