AC high pressure Low side

I did some searching but havnt found anything of use.

I have a 2001 Dodge Neon R/T and the AC is not working, The low presure side has high pressure in 100's and the high pressure side is just under 150. Any idea's on what could cause the low side to have such a high pressure? the AC pump doesnt turn on also because of the low side pressure bieng high.

any help would be appreicated
