98 Olds electrical - interior lights turn off

Whenever the headlights automatically turn on, ALL interior lighting turns off. this includes the overhead info center, radio, and dash lights. When driving at night only the shift indicator light and high beam indicator will come on. However, when the headlights turn off, the radio and infocenter displays come back on. I have checked that the dimmer isn't turned to off and tried moving it in any position with no luck.
