98 voyager 3.3 ac not working

Hi my 98 voyager ac isn't working. The system is charged I have checked the fuses and relay but the clutch wont engage. When I ground the relay it engages I have tried another relay to no avail. The ac switch on the dash lights on and off like it is working but it doesn't. Any ideas would be appreciated. Thanks

Sounds like the pressure transducer switch isn't telling the PCM the pressures are good so it will apply the ground to the clutch relay to let the clutch engage. Either that or the PCM isn't cooperating. When you pull and jumper the relay contacts (output side), you're sending voltage directly to the clutch bypassing the pressure switch and PCM ground to the relay coil (input side).
