if this is for the air smog pump then you need to replace the check valves on the exhaust manifold and the air smog pump...

when the check valves fail about the 10yr point the water/exhaust goes into the electrical driven air smog pump ....then the motor shorts out resulting with your issue...you should have a check engine light....as well......

I hear that even without these pumps, these motors run so clean they'll still pass emissions..

94 is not covered only because by the time GM made this change 94 was no longer a warranty concern for them.

Rather than dealer reprogramming though I would opt for performance reprogramming from someone like www.pcmperformance.com this way at least the money spent fixes the issue AND gets you some more performance as opposed to just a fix. A performance reprogramming can solve this on a 94 as well.
