Front wheel noise on 2004 Spectra

My neighbor's daughter-in-law has a 2004 Spectra with 52K miles on it. The car is making a noise that is coming from the front (driver's side). It is a rumbling sound. I test drove it and there is no pulsation at the brake pedal, so I don't think it is rotors.

The sound is there both on smooth and rough roads and it is not an "up and down" noise; seems to be more of a rotational noise.

The sound is not present when accelerating, but once I let off of the pedal, the sound is there. I am suspecting either wheel bearings or CV joints.

Anyone out there have any helpful info or similar experiences?
If it is the bearings or CV joints - how difficult a job are they to replace? I do have a full complement of tools and also a hydraulic press in case bearings need to be pressed off/on.

Any info will be greatly appreciated.

It is most likely the wheel bearing and you will need a press to get it in and out.
