how do you put front license plate on 2004 GP?

Daughter Moved to Ohio. Says they require front license plate. Where/How do you mount a plate on the front of a 2004 GP GT? Was that a factory option? Hate to just drill holes. Daughter can't see any factory mount location and has no base plate. Don't need front plates in Indiana so this is new to me. Any suggestions or input would be most appreciated.

You can get the license plate plastic bracket for the front bumper at any GM dealership.

The GM part number is 10435398. GM list price is $34.41.

Note: This will fit only '04 and up GTP, Comp G, GT, and Base and not the GXP model.
