2003 Accord Cruise is out

Any suggestions on fixing the cruise control on my 03 accord? All the cruise lights come on like they should, all dash lights/gages work normal, but cruise will not keep the car moving at all. Once cruise is set and I let off the gas the car actually feels as though the cruise is putting drag on the car. As soon as I shut cruise off the car costs like it should.

Any suggestions where to look will be greatly appreciated.

As far as I know cruise actuator works with vacuum. So check your vacuum lines.
