It is true,topping the gas off wil set this code off.I know a retired Vetronix rep that even said this and you cannot outsmart him.

I'm pretty sure the only thing that topping your tank off to the extreme can do is flood your charcoal canister full of raw fuel which could trip an emissions DTC, but it will not be P0420. In my years of working on cars, P0420 was 9 times out of 10 caused by a bad cat converter. However the exhaust system should be checked for leaks, and the rear O2 sensor data watched on a live stream to make sure it still is fluctuating before a cat converter is replaced.
