I had same problem with a new engine and there are 2 vaccum hoses going from fender well pass side red and a green one, they are in like a wiring harness. They were cracked and broken in various spots, replaced them and runs like a raped ape. But sounds like a vaccum problem to me. one of the hoses leads to the plenum the other to the EGR valve also peel back the covering of the tube that goes from EGR to exhalst manifold, cheap pipe real flemsy can't buy new one but sure can JB Weld it to seal it. Hope this helps
