Fuel door opening??

On a 92 GA when you pull the gas door latch next to the seat what pops the door open? Mine will not pop. The latch retracts but I have to use a credit card to open the door.. Is there suppose to be a spring or something the pops it?? Also how many gallon gas tanks are these??
