1994 voyager ac and heat problems

I have a 94 Voyager with 3.3 engine. I first started having problems with the air conditioning not working correctly. It would cool for about the first fifteen minutes after starting and driving, then would work intermittently. I had the freon checked and the mechanic said it was full and I probably had and electrical problem. Now the heat only works sometimes and the vent controls do not operate, i.e., air blows out floor vents when controls are in the dash vent position, same when in ac mode. I changed out the relay but that wasn't the problem. Could this be a problem with the climate control panel/switch? Any suggestions on solving the problem are appreciated.

Sounds like you have a vacuum leak. If the air is also coming out the defrost when it is blowing on the floor then you possibly have no vacuum to the control switch.
