1991 regal

the passenger side window is off track it leans forward in the front-there is a black clip-about 5 inches long do this need to be glued back on and what spot--when rolling window up it lean forward

There should be a hole in the glass that the plastic piece snaps into. That piece is what keeps the window level, so yes it needs to be put back in. If it is broke, Motormite makes one in their "Help!" line of automotive tidbits that are sold at the big box stores like Advance and Auto-Zone.

i didnt see any hole in my window--just a black strip piece about 4 inches long---or is it groved in the glass

Sorry, your's is a year or two before they went to the snap-in guide that goes through the hole in the glass. Your's shows a glued on guide that rides in the door frame to keep the window level. I would use window urethane to reattach the guide to the glass and let it dry overnight before attempting to reinstall the guide in the track/channel.
