1999 Aurora ignition off & headlamps flicker

when ignition is off headlamps and perimeter lights flash randomley and sometimes stay on, running down the battery, while this is going on you can hear a audible clicking comming from the, lamp control module, which has been replaced but did not cure the problem, every time the car is shut off I have to disconnect the battery, need help from anyone who may have a idea to what is causing this.
