is it weird my oxygen sensots voltage changes WHEN THEY'RE UNPLUGGED?

I don't mean from like 1.075 to 0 or 0 to 1.075 when unplugged, I mean, my scan tool shows the voltage changing .3 to .7 to .4 to .6 so on and so forth (numbers are just examples, but, it changes with higher rpms!)

96 gmc savana (g1500 5.7l v8 350)
