RAM Van 2500 Lo-Beam Headlights wont come on...

Hey Guys,
I'm new to the forum, so I hope you can help. I have a 97' Dodge RAM Van 2500 that has Lowbeam Headlights that won't come on. I changed BOTH Headlight Bulbs AND replaced 1 Socket that was kinda Melted (Probably a short from water in the lense.). I thought that would fix it, But apparently not. I've checked all the Fuses I could find. When I pull the Multi-function Stick on the Steering Column, The Hi-Beams Light, BUT wont stay in position unless I Hold it. Is this a Fuse Problem OR a Switch Problem? and if so Where are they Located? HELP! I need to work tomorrow!

It sounds like a hi/low switch problem. The switch is under the dash on the steering column. There is a pushrod that runs from the handle up by the steering wheel down to the switch. An adjustment is made by sliding the switch, so it's either a bad switch or it needs adjusting.
