when s light blinks won't turn over

i have a 1991 honda accord sw. Randomly when you turn the key on, if the green "s" light blinks on the dash, the car won't turn over. Sometimes it will go off and start right back up, sometimers it takes up to an hour and a half. a friend told me there was an internal alarm system causing this problem. has anyone heard this before, and if so how do i disable the damn thing?! Once in a while it will start when the light blinks, but when it does the car will barely drive. thanks

Nothing to do with the alram. It's the main relay. Do a search and you will learn how to fix it.
