The spark plug tubes can leak oil where they press into the head and around the seals to the valve cover. Remove the valve cover and replace the seals and gasket. While it is off check for the tubes being loose. if so remove , clean and replace with locktite or some other hardening sealer. The first gen neons had a problem with the power steering - AC belt not staying tight if it is loose it will squeal. New belt and get it as tight as you can, I have found taking the water outlet off helps with getting to it.

As far as the shifting, I would assume this is an automatic you are talking about, if so, then check the fluid level. It may be time for a new filter and fluid as well. The Chrysler transmissions are sensitive about what fluid you use, so make sure you ONLY use ATF+4!

Don't need to take the head off just the valve cover
