2000 Nissan Quest - loose headlight

I replaced my Quest VAN headlight. No matter how hard I screw the head light cap (plastic cap), it still cannot lock the head light.

Any one can help.

want to clarify my question again:

clockwise the bulb retaining ring into bulb socket but it cannot hold tight.
