P0350 primary/secondary ignition coil malfunction?

I have a 98 jgc that started stalling out and idling rough, this code (P0350 primary/seconary ignition coil malfunction) came up but no check engine light on. I have replaced ignition coil twice, IAC valve, oxygen sensor, and replaced the pcm because machanic told me that was the promblem. the stalling has stopped but it still idles alittle rough, it occassionly feels like there is a small surge sometimes, not often though. If I disconnect the battery cable and let the pcm reset back to default (I assume) it runs great, until the rough idle comes back. It only idles rough when I start it up, and come to stop signs and red lights, I dont feel it at higher speeds. any help would be greatly appreciated.
