3.3 Head bolt and washer question

I have read in different manuals and the auto parts site recommend replacing the head bolts once removed. The bolts I removed are not stretched. How critical is it to replace them if not stretched??? What about the washers, can they be reused???

If there torque to yield (turn each bolt in sequence an additional whatever) than replace them.
