Yes, it's called a reclaimer. Shops have them and you must be licensed to use them. There is no other way to safely reclaim the refrigerant.

If you are trying to recover R-134 for the purpose of replacing the heater then, It is possible to replace the heater core without disco nnecting the AC line.
