94 regal won't start

I have a 94 buick regal custom with a 3.8 ltr engine. If you turn the key on everything comes on and the voltometer on the car sais 14 but the engine will not turn over. The car makes all the electronical whirring and clicking sounds, but will not turn over at all. We thought it was the starter but upon having it tested we found that it was not the starter, nor was it the cylinoid. Could it be the ignition switch? If so will it need to be reprogramed? We are completely stuck.

The ignition switch consists of more than just the key portion of the switch. The ignition switch is actually on the lower part of the column. I suspect it has gone bad and needs to be replaced. One way to find out is to install a remote starter switch. You can purchase one from most parts stores for a few dollars. It attaches to the starter solenoid. If the switch is in fact bad the starter should turn over. It is safer than trying to jump the starter with a screw driver.

I'm going to assume the starter was tested properly (which may or may not be a good thing to do). If you have a 12v test light, attach it to the small "s" terminal on the starter solenoid (it should have a purple wire attached to it). Have someone turn the key to the start position. If the light comes on, then the problem is most likely a weak battery or bad battery cable that can't deliver enough amps to turn the starter. If it doens't come on, try shifting the car from park to neutral. If it comes on then, the neutral safety switch is bad. If it still doesn't light, I would suspect the ignition switch.

We had the starter checked at Autozone. They checked it twice to be sure it wasn't bad. Thank you all.

Are you sure the VATS system is working properly? It does cut out the starter if it's been tripped.
