need help on cavalier

i have a 89 chev cavalier i put a idle contorl motor on it and it wouldn't crank it sounded like it was the starter i replaced the starter and it is doing the same thing it want turn over and it is making the noise like it is a starter promblem.

Check the battery voltage it should be close to 12 volt.
