92 Caravan Seat Belts

I have a 92 caravan. Recently I have noticed that it is difficult to pull the drivers seat belt.
Today nothing it went back as it always has but I am unable to pull it back out. Any ideas?
I looked inside the driver door area and see that the mech inside is pretty dusty. There also is a red wire witha copper end that doesn't see to be attached to anything. Can I just change out one fo teh back belts and mech for the drivers one?

No still not fixed
the belt is down to far and there is no slack at all. Any ideas?
