no pass no start

I have a 93 chevy caprice the problem started when the ignition lock broke i couldnt turn the car off replaced the ignition now it want start i also need help with the signal arm when i took the steering off the little lever that slides into the signal arm i can't get it to support are activate the turn signal,...someone help please... thanks for the response guys but the problem was the fuel pump,there is no passlock on this model which is what i thought the problem was.

hello, are we takking about the key & tumblers or the electrical ignition switch at the bottom of column??

does the column unlock or does it act like its locked regardless of where the key is at
