88 t-bird 3.8 v6 flooding

I have a problem w/my 3.8 v6 t-bird. when I try to start the motor it runs for about 15 seconds and then fouls the plugs.I already replaced the fuel pump, the temp sensor, and the brain. I need to find out what other system issues would cause the fuel injectors to run rich

This is just totally armchair troubleshooting here, but have you tried new O2 sensors?

I have never heard of anything that could cause the plugs to foul out in 15 seconds. Are you sure the spark is hot enough to adequately fire the plugs? Also make sure the fuel return line is not blocked. This is something that is often overlooked. The MAP sensor, ACT sensor, and the ECT sensors could all be causing the problems as well as the OXY sensors. You can test these sensors with a good ohm and voltmeter. If it is a bad sensor the voltage or resistive measurements are going to be obvious if the thing is fouling out plugs that quick.

I would check the fuel pressure. A tester looks like this.

If it is high check for a bad pressure regulator or plugged return. The pressure regulator should be on the fuel rail. Pull the vacuum tube if leaking replace it as this pulls fuel into the intake. You can also buy cleaner for the air flow meter and clean it. Make sure the air filter is clean and don't have an obstructed intake.
