Idling High in everything but drive and reverse.

Me again! haha. Got my 88 running, but I'm afraid it won't pass smog because it idles high in park and neutral, but not drive or reverse. We cleaned butterfly valve on the throttle body. Tightened everything down, and tried what other people said, but it won't get lower. I don't have a tachometer in my dash, so I can't tell you the RPMs. I have my 2 "mechanics" (my dad and brother) trying to figure it out, but they can't. Any help is greatly appreciated!! Thanks.
