Can't get old license plates off

I had to get new plates and can't get the old ones off. The screw holding them on spins but doesn't loosen. There's a small access panel that you can see a plastic sleeve, but there's no way to get it off or access the other screw. I feel like an idiot. Please help!

May be time to break out the drill and drill it out of there! If you can find any way to get behind it PB blaster on the screw usually works pretty well.
