94 regal custom horn wont turn off

I understand the problem is in the stering wheel ? Their is an air bag in the center ,this is a concern, what do you do to get the stering wheel off to fix this problem?

First disconect the battery and give it ten minutes to lose charge to air bag system. Then on back of steering wheel there should be two ten mm bolts tto remove airbag unplug the connnector to airbag and hook back up battery this will tell you if it is in the horn bottons in air bag. This will alo tell you if the problem is on down in the wiring. Make suree the battery is dissconected to reinstall drivers airbag! The parts that could go bad are airbag and the clockspring wich is under the airbag.
