97 saturn sc2 wont turn over

i have a 97 sc2 that never gave me problem. i was putting a head unit in it the other day and had to splice wires. i must not have taped some of the wires correctly cuz when i pluged it in it sparked a little bit. so i retaped all the wires. now when i turn the key all the lights come on and the dash works but the car wont crank at all. it doesnt even click like the solinoid is doing anything. i checked all the fuses in the car and under the hood and there all fine but i replaced a couple just in case. and im having the same problem. ive tried jumping it and charging the battery. ive taken the starter out and tested that and its fine. someone told me to check the ignition module but i cant find it. aslo the radio doesnt come on when i turn the key just everything else. i didnt have the head unit pluged into the wires when i pluged them into the car so the head unit is fine and i checked the head unit with another car just to be sure. can someone give me some advice on what the problem might be?
