fouling plugs

my 99 burb is always fouling 3 cylinder plug, wires check ok what should i be checking for next, also good cylinder pressure

What engine how many MILES ON IT?
Gas or oil or coolant fouling?
What kind of plugs are you using?
Is all cylinder compression readings the same?
