92 Lumina Euro 3.4L ABS Brake Problem

I just put new brakes on this car and I still have a very soft pedal. I have bled the booster, bled the calipers, then the booster again. I checked to make sure all the calipers by pressing the brake and trying to turn the tires while on stands and they all were working, so Im wondering what else the problem may be. Im doing the standard bleeding procedure for ABS brakes...Booster, RR, LR, RF, LF then booster again. AM i forgetting something?????

Why did you have to bleed the brakes when replacing the pads, where the rotors resurfaced or replaced?

I bled the brakes cause I was hoping to get more pedal out of them once getting new pads on.

rotors were okay, nothing done to them.

Drive the car for a while to let the pads seat in on the old rotors.
