97 Buick Speedometer Jumps while in park

My 97 LeSabre's speedometer needle jumps all over the place in park with the engine running. When put in drive it slams down to the lowest point that then works fine. However I notice some surging or pulsations at highway speeds and am suspicious the speedometer and its like to the computer is causing the surging. Any help will be appreciated.
