Welcome to the site. Yes, both can be done. Swapping the front end parts isn't to difficult. You need the lights, grill, radiator core support, headlight pigtails, and misc mounting hardware and clips from a 98+ s-series truck. Grills from most base models are flat black and some grills on 00+ trucks (xtreme, zr2, lt) are body colored. I'm not sure what the part list would be for swapping the dash besides the dash and all associated components from a 98+ truck but I know the swap can be very time consuming and expensive. Also plan on swapping out the heater core while your at it. You have to deside if the time and money involved in these swaps is worth it to you. If your 95 has high mileage or is well worn, then these two swaps might cost half of your truck's value. Again its up to you though.
