1991 F150 will not shift to 4 low

I own a 1991 F 150. I can shift into 4 High, but not to Nue or to 4 Low. This really sucks! Any idea's? Linkage? And the easy well to tell if linkage?

Easy way to tell if it is linkage is to observe while an assitant moves shifter inot positions.
