V70 Rear hatch

I am having a problem with the hatch no opening from the outside of the vehicle. Once you pull the handle, the door moves a bit and won't open until the handle on the inside is pressed. I attempted to take the panel off, but could not remove it enough to get a good look. Any help would be appreciated! 1998 model.

There are only 5 plactic pull pins that holt the hatch cover on. Yank it from the bottom.
