2003 Chrysler Concorde Keyless Remote Programing

Can anyone tell me how to program a keyless remote? I do not have an original remote that I can use to program the new one with.

Take it to the dealer and it has be programed with Chrysler's factory scan tool,DRB III

OK this might sound crazy, but my Automotive instructor told me that Chrysler, when the original key is lost to get it to run without it you have to turn key on for Exactly 10 minutes then back off 5 sec exactly. Repeat 2 more times, then 3rd key off immediatly crank the engine and if done right it will turn on.
like I said may sound crazy but my instructor told me. Oh I atend UTI if that matters. i have not tried this myself.
