93 gp headlights wont come on

i have a 93 gp se. sometimes the headlights dont come on when i turn them on. i have to turn them on and off a few times, then the brake light on the inst. panel will pulse on and off , the the headlights come on. the first time the headlights failed, i replaced the switch. it also make a click sound when headlights come on. i also noticed that the brake light on inst. panel will always blink one time when i turn lights on even if they come on properly. any idea why?
