81 Buick Park Avanue Fuse block probelms

I have a 1981 Buick Park Avenue and I am only getting power to half the fuse block. ARe there Fuse link at the starter that could be burned out and NOT supplying 12 V to the fuse block?

On a '81 no I don't know off hand sorry (I want to say a avg. of 5 ). But yeah, the General would almost always sitck em by the starter.

Exclamation 81 Park Avenue Fuse Block

I am working on an 81 Park Avenue and I have since taken out the Fuse Block. I noticed someone cut the wire for the Tail lamps. Not sure why. Either way they cut it and it is a hazard and there is also a red wire that was propped up in behind the fuse block that was bear and twisted together to another RED wire to supply power to another side of the block. Probably was a jumper wire. Talk about back yard mechanics. So I need do know where this wire goes.
I am going to look for a Motors manual for it as I am not fond on Chilton's manuals and see if it has a wiring diagram in it so I can reattach these wires to the proper connectors. Anyone know of a site that has this info?

Seems who ever has been working on it Loves cutting whires and leaving them behind the fuse block. I need a wiring diagrams for it. to reconnect all these whires.
And ideas let me know. I will be looking for a Motors or chasis manual now.
