Turn signal controller? module?

1989 Riviera----last week my right turn signal started staying solid while i attempted to use it. Upon further inspection, the entire right hand turn signal system on the front stays "off" while the right turn signal is activated. The rear right signal flashes just fine, and the light on the dash stays solid as well. The left signal works just fine also. I replaced all of the bulbs, and they appeared to be fine anyways. Now when my left signal is activated, it no longer makes the standard "dinging noise" that these cars make when the signal is activated. Any ideas guys?

and I also noticed yesterday, that the horn no longer works now and the hi-beams work just fine (NOTE-they never worked before)

It sounds like this is something inside the steering column now....?
