99 Sunfire NO BRAKES

I just bought a 1999 pontiac sunfire GT, 2.4L, and the brakes wont work and its got me stumped. All the brake pedal does is pulsate two or three times and drop to the floor, stanging still the brake pedal is very firm. Ive bled the brakes, replaced front brakes and rotors, checked the rear brakes they still have half shoes and the drums are still thick (but slightly rusty), checked wheel cylinders the pins move in and out freely with no leaks, adjusters move freely, no leaks in the brake lines, checked for vaccum leaks to the break booster, tested the brake booster for suction and pressure, emergency brakes do not work, nothing changes weather ETS is on or off, no lights what so ever show on the dash, and a Master Machanic of 30 years told me he has never had to replace the design master cylinder or seen one go bad ( it does have the ABS modual mounted on the side of the master cylinder). Ive ran completly out of ideas and any suggestions or help would be appreciated!!
