Is it possible to lets say install a full turbo kit... all the hardware but say no fuel, and just have it basically not spool? Like having in place, but basically not be "on"? I'm thinking, keeping the wastegate open so there's no boost building and just running straight through like it would normally then right?
Don't ask... I'm thinking.

It is of course possible to like weld the wastegate open. You will lose power though seeing as it becomes a more restrictive exhaust set up.

Now that I think about it though even with the wastegate welded open I think the turbo will still build SOME boost on a small turbo like that but likely very very small amounts. Nothing that the motor or fuel system wouldn't be able to deal with.

so in theory it is like bypassing the turbo?? I would think the turbo might be building boost, then not being able to use it. Not a good idea. Just get a cheap 13g or 14 b if you have to.
Scratch that. Just wait until you have fuel. There is no sense in having a turbo on there unused especially if you get in an accident and have to replace it all anyway.

So do all the hardware/welding (pipes, IC, turbo...) one day and still have a functioning car. Then do fuel another. Actually I would do the fuel first, but I forget my reasoning behind the question now, but I'm sure it was good.

To answer your question, yes you could install everything and leave the wastegate open and not build any boost. You may build a psi or two at a full throttle run (which you shouldn't do anyways) but normal driving will be fine.

if its internally gated, just remove the actuator from the flapper... no boost... accept for maybe 1-2psi about redline... (16g)
