1997 Ford E350 A/C problem

The a/c in my van only blows air out the floor and the defrost vents on the dash. I dont have a vacuum leak because i just replaced all bad vacuum line yesterday, im thinking that the Vacuum selector control valve by the heater box under the passenger side dash has soemthing to do with it. how do i tell if it is bad? any other ideas on what the problem could be? Can you cross reffrence this ford part number: F2UZ18A318B, its for the vacuum selector control valve.
