Gauges in and out

I have a 98 that when you start it the gauges all come on fine then when shifting to drive the temp., speedometer and fuel gauges drop. I can put the truck in neutral turn it off and back on and the gauges work fine. I also found out that when the gauges are down the wipers don't work either. Any help on this?

I have discovered the problem with the wipers. Basically the board behind the motor was fried and the connections were as intermittent as the wipers needed to be.

The guages still go in and out. Is it possible to have a wire loose or ungrounded under the brake pedal. It appears to pop back on when I stop and have applied the brakes.
