turn signals slow and not working when lights are on

I have a 1995 se, the turning signals work (slowly) when i do not have the headlights on. when i turn the lights on they do not blink at all. all but one of my hazards blink (front passenger side) with headlights on and off.

Turn all the lights in your car on and replace all the ones that are burnt out. Grab a friend and check: Parking lights, turns signals(with parking lights on and off) backup lights and brake lights (parking lights on and off again). Once you are 100% sure that every last bulb either works or has been replaced and works. I would find the flashers. I think there are two for this car. One for the turn signals and the other for the hazards. They should both be interchangable, so you can swap them and check the operation of the lights. Then replace the faulty flasher.
